I did some googling and while the cross and eagle were used by Nazi Germany, they are not considered symbols of hate by themselves. However they may often be paired with hate symbols so it can be confusing. In this case the image has a definite Germanic feel, but does not feel like it is promoting hate.
There's a great website that details all sorts of hate symbols:
The Anti-Defamation League, or ADL.org for short.
They state the following: "Following World War II, the symbol was appropriated by neo-Nazis and other white supremacists worldwide, with many variations. The symbol originally featured an eagle clutching a swastika, but many variations replace the swastika with some other hate symbol, such as SS bolts or a Celtic Cross."
I have managed thirteen with two RTG's and the station hubs having fully charged batteries so it might have been a power problem. Note: It does drain the batteries so you have to let them recharge after a while, But overall it has very nice acceleration.
